If you want to create pixel art you can use a standard graphics app or you can use a specific pixel art app. Pyxel Edit is widely regarded as one of the easiest pixel art programs to master. The interface is very straightforward and will have you creating assets within minutes. It has all the tools you need for all manner of images and animations and some automation tools to remove duplicate tiles or export to XML or JSON.
There is a free and a premium version of Pyxel Edit.

The menus and interface is logically laid out, most controls and tools are easy to find and most of them have keyboard shortcuts. I still prefer the flexibility of creating art in vector and exporting to pixel. Especially with the quality of today's display panels.. Nothing could be less useful for creating pixel art.
Why the hate? I can think of plenty of things that are worse. It may not be right for every project, but it has a fantastic export model and a very intuitive UI. In fact, it's gotten dramatically better since I posted this over 2 years ago. I use Sketch for pixel art pretty regularly, as you can map vectors with pixels, resize, re-render at various sizes, and build objects out of primitives.
